About the Course

The CGWS program addresses the unique governance challenges within the water sector, moving away from "routine administration" toward a "performance-oriented" corporate model. It focuses on the professionalization of boards, the separation of policy and management, and the protection of consumer interests through regulated service delivery.

Aim of the Course

To empower leaders in the water sector with the knowledge, skills, and ethical frameworks necessary to provide sustainable, efficient, and accountable water and sanitation services in compliance with national laws and constitutional mandates

Target Audience

The program is specifically tailored for individuals responsible for the oversight and strategic direction of water institutions: Board Members: Directors of Water Service Providers (WSPs) and Water Works Development Agencies. Top Management: CEOs, Managing Directors, and Senior Managers of water companies. County Government Officials: CECs and Chief Officers in charge of Water and Environment (who oversee WSPs as shareholders). Stakeholder Representatives: Nominated directors from professional bodies, resident associations, and the business community.

Learning Outcomes

  • Role Clarity: Clear understanding of the fiduciary duties of directors and the distinction between governance and daily operational management.
  • Ethical Leadership: Ability to implement a Code of Ethics and handle conflicts of interest within the water sector framework.
  • Strategic Planning: Competency in developing and approving performance-oriented Strategic Plans and annual budgets.
  • Public Participation: Mastery of the processes for engaging stakeholders and primary consumers in decision-making (as per Article 10 of the Constitution).
  • Accountability & Transparency: Establishing robust audit committees and reporting mechanisms to satisfy both the Regulator (WASREB) and the County Government (Shareholder).
  • Board Succession Management: Implementing policies to ensure staggered board retirement, preventing a vacuum in institutional memory.
