Accounting Officers Program for County Governments (AOPC)

To empower accounting officers with a deep understanding of their legal and professional obligations, equipping them with the skills to prudently manage public resources, navigate institutional challenges, and strategically position their organizations for excellent service delivery.

Accounting Officers in Ministries, County Governments, State Corporations, Constitutional Commissions, the Judiciary, the Legislature, and private sector corporate executives.

• Public Finance Mastery: Gain advanced proficiency in the legal frameworks governing public financial management (PFM Act).
• Budgetary Oversight: Develop skills for effective budget formulation, implementation, and rigorous monitoring.
• Internal Controls: Strengthen internal audit systems and risk management frameworks within county departments.
• Accountability & Ethics: Foster a culture of transparency and integrity in the management of public funds.
• Procurement Excellence: Oversee public procurement processes to ensure value for money and compliance with regulations.
• Resource Mobilization: Identify and implement strategies for optimizing Own Source Revenue (OSR) for county development.
• Audit Readiness: Enhance the ability to respond to and implement recommendations from the Auditor General and Controller of Budget.
• Strategic Leadership: Align departmental financial plans with the County Integrated Development Plan (CIDP).
