About the Course

The IPMB is an intensive, short-term (typically 3–5 days) induction designed to transition newly appointed or reconstituted board members into the public service environment. It focuses on the unique legislative and operational frameworks that govern urban areas, distinguishing them from traditional County or State Corporation structures.

Aim of the Course

The primary aim of the IPMB is to equip City and Municipal Board members with the requisite knowledge, skills, and ethical orientation to effectively discharge their mandates, enhance urban governance, and ensure sustainable development and service delivery in compliance with the Urban Areas and Cities Act and the Constitution of Kenya.

Target Audience

The program is specifically tailored for: Chairpersons and Members of City and Municipal Boards. Municipal Managers (who serve as Secretaries to these Boards). County Executive Committee Members (CECMs) responsible for Urban Development/Planning. Chief Officers overseeing Urban Departments. Senior Technical Officers involved in municipal infrastructure and service delivery.

Learning Outcomes

  • Interpret Legal Frameworks: Demonstrate a clear understanding of the Urban Areas and Cities Act, the County Government Act and and other relevant statutes governing urban management.
  • Delineate Roles and Mandates: Distinguish between the oversight roles of the Board and the executive roles of the Municipal Manager to prevent administrative conflicts.
  • Apply Corporate Governance: Implement principles of accountability, transparency, and integrity in board decision-making processes.
  • Manage Public Finances: Effectively oversee municipal budgets, procurement processes, and revenue mobilization strategies in line with the PFM Act.
  • Monitor Performance: Utilize Monitoring and Evaluation (M&E) frameworks to track project implementation and ensure value for money in municipal infrastructure projects.
