The IPGA serves as a foundational orientation for individuals entering advisory roles within the government. Since many advisors transition from the private sector, academia, or international organizations, the program focuses on "government literacy." It covers the mechanics of bureaucracy, constitutional requirements, and the specific protocols required to navigate the public service landscape effectively.
